    在我国经济高质量发展新趋势下,战略转型已成为企业管理的重要举措。济宁能源发展集团有限公司积极响应国家“双碳”政策导向,全面推进战略转型,立足煤炭产业实际情况,在发展思维、发展动力、产业结构和经营方式上进行创新变革。以济宁能源的实践为对象,探讨其战略转型的总体思路和实现路径。济宁能源通过构建“一体两翼、双轮驱动+园区经济”的发展战略,逐步将产业结构由“一煤独大”推进至煤电、港航物流、高端制造和现代服务四大板块的协同发展。重点分析了其在理念、技术、运行和保障4个方面的路径:理念上,明确战略方向并树立全员转型思维;技术上,推动智能化和信息化建设;运行上,实现多元板块的良性循环;保障上,完善组织和制度,增强经济和文化支撑。济宁能源的战略转型探索和实践为其他国有企业提供了一定的参考,对推动国有企业高质量发展和产业结构优化具有积极意义。

    Amid China's trend towards high-quality economic development, strategic transformation has become a crucial initiative in corporate management.Jining Energy Development Group Corporation Ltd.has actively responded to national policy directives by fully advancing its strategic transformation.This involves innovative changes in development mindset, growth drivers, industrial structure, and business operations, all grounded in the realities of the coal industry.This study focuses on Jining Energy's practice, exploring its overall strategic transformation approach and implementation paths.By establishing the development strategy of “one body, two wings, dual-drive, and park economy”, Jining Energy has gradually evolved its industrial structure from being predominantly coal-focused to a coordinated development across four major sectors: coal power, port and shipping logistics, high-end manufacturing, and modern services.The study emphasizes the four pathways: Conceptually, it clarifies the strategic direction and fosters a company-wide transformation mindset; technologically, it promotes intelligent and information-based construction; operationally, it achieves a healthy synergy among diversified sectors; and in terms of support, it improves organizational and institutional frameworks to enhance economic and cultural backing.Jining Energy's exploration and practice of strategic transformation offer valuable insights for other state-owned enterprises, contributing positively to the high-quality development and optimization of industrial structures in these enterprises.
