    在“双碳”目标下,节能减排是黑龙江省实现绿色低碳、高质量发展的有力保障,因而能源效率评价显得尤为重要。结合黑龙江省能源投入产出实际情况,构建能源效率评价指标体系,采用黑龙江省10个行政区划市2012—2021年面板数据,运用超效率SBM-Malmquist模型进行能源效率测度,并对研究结果进行差异分析,研究发现:2012—2021年间黑龙江省能源综合效率及纯技术效率值较低,规模效率较高;区域城市能源综合效率及纯技术效率值差异明显,资源转型成功的大庆市表现较好,煤炭资源转型城市表现相对较差;黑龙江省区域城市技术进步对于能源效率作用明显,可以进一步发挥区域城市集群效应来提升能源效率。针对存在的问题,从技术创新、资源型城市转型、区域经济发展、能源绿色转型4个方面提出提升黑龙江省能源效率的建议。
  • Abstract
    Under the “dual-carbon” target, energy conservation and emission reduction are powerful guarantees for Heilongjiang Provinceto achieve green, low-carbon and high-quality development. In this context, energy efficiency evaluation is particularly important. Thispaper combines the energy input and output situation of Heilongjiang Province to construct an energy efficiency evaluation index system.Based on panel data from 10 prefecture level cities in Heilongjiang Province from 2012 to 2021, the super SBM-Malmquist model is used tomeasure efficiency, and the difference analysis of research results was carried out.The results of study are as followings: Thecomprehensive energy efficiency and pure technical efficiency values of Heilongjiang Province were low and the scale efficiency was highfrom 2012 to 2021; there is a significant difference in the comprehensive efficiency and pure technical efficiency values of regional cities.Daqing, as a successful resource transformation city, performs better, while coal resource transformation cities is relatively poor; thetechnological progress of regional cities in Heilongjiang Province have a significant impact on the total factor energy efficiency of cities,which can further leverage the regional urban cluster effect to improve energy efficiency. To solve these problems, suggestions are proposedto improve energy efficiency in Heilongjiang Province from four aspects: technological innovation, transformation of resource-based cities,regional economic development, and green energy transformation.
