从碳排放和能源结构的现实国情出发,阐释能源绿色低碳转型的必要性和迫切性;梳理出绿色发展理念是方向引领、可持续发展理论是理论基础、创新是核心驱动力、统筹协调是机制保障的绿色低碳转型理论逻辑;从财务、环境、社会和治理4个维度,构建基于“环境、社会和治理(ESG)”理念的能源绿色低碳转型能力评价体系;从有为政府和有效市场组合发力、统筹能源安全与绿色低碳发展、增强能源绿色低碳转型内生动力和数字经济赋能绿色低碳转型等方面提出转型路径。

Based on the actual situation of carbon emission and energy structure, this paper explains the necessity and urgency of green and low-carbon transformation of energy.The theoretical logic of green low-carbon transformation is discussed from the guidance of green development concept, theoretical basis of sustainable development, innovation-driven assistance and overall-coordinated development.From the four dimensions of finance, environment, society and governance, the evaluation system of green and low-carbon transformation capacity based on the concept of “environment, society and governance (ESG)” is constructed.This paper proposes the transformation path of playing the role of promising government and effective market, coordinating energy security and green low-carbon development, enhancing the endogenous power of green low-carbon transformation of energy and promoting green low-carbon transformation by digital economy.
