摘要
本文分析了我国露天煤矿生产普遍存在矿用卡车数量多,燃油消耗量大、尾气排放污染严重,运输成本高等问题。为解决上述问题,国家和地方政府相继出台了一系列鼓励和促进政策,推动露天煤矿新能源卡车的发展,加快和促进换电新能源卡车在多个露天煤矿试用成功。结合目前换电新能源卡车的发展现状和吉郎德露天煤矿使用环境及生产现状,提出在吉郎德露天煤矿采用换电新能源卡车代替燃油卡车的方案,并对换电新能源卡车及柴油卡车的基建投资、生产成本、生产效率及经济效益分别进行计算。经对比分析,一方面换电新能源卡车生产效率高、生产成本低,取得较好的经济效益,另一方面可以实现露天煤矿节能减排、绿色开采,符合国家“十四五”规划中对于“有力有序有效抓好节能减排工作落实”的大方向要求,具有良好的社会效益。

Abstract
This paper analyzes the problems of large number of mining trucks, large fuel consumption, serious tail gas pollution and high transportation cost in China’ s open-pit coal mine production. In order to solve these problems, the nation andlocal governments have issued a series of encouragement and promotion policies, which have greatly promoted the development of new energy trucks in open-pit coal mines, and also accelerated the successful trial of power exchange new energytrucks in many open-pit coal mines. Combine with the development of power exchange new energy truck and the use environment and production status of Jilangde open-pit coal mine, this paper has proposed the idea of using electric trucks insteadof fuel trucks, the infrastructure investment, production cost, production efficiency and economic benefit of power exchangenew energy trucks and fuel trucks have been calculated respectively. Through comparative analysis, on the one hand, thepower exchange new energy truck has high production efficiency, low production cost, thus can achieve better economic benefits; On the other hand, it also meets the goal of energy conservation and emission reduction and green mining in open-pitcoal mine, which has in conformity with the principle of “ strongly, orderly and effectively implement energy conservation andemission reduction” in the national’ s 14th five-year plan, has good social benefits.
