党的二十大报告要求加快规划建设新型能源体系,煤炭控制和管理工作是引领并促进能源结构调整的重中之重。在阐述新型能源体系独特内涵与鲜明特点的基础上,从源头控制、技术控制、总量控制、经济政策、消费结构调整等5个方面,阐述了煤炭控制和管理五位一体框架与内涵,并对新型能源体系下煤炭控制与管理进行思考。提出洗煤是源头控制关键,重点区域执行更有力的污染治理措施、提高电煤消费占比、重点控制非工业用煤等对策建议。
