Performance evaluation of low-carbon transition for listed traditional power generation enterprises based on CRITIC wighting method

电力行业的低碳转型对于“双碳”目标的实现至关重要。传统发电上市公司作为我国发展新能源的主力军,需要积极推进低碳转型进程,同时还需承担起电力安全保供的社会责任。以企业火电装机占比30%为阈值,选取31家发电上市公司,构建了包括经济支撑、制度保障、转型进展和技术投入4个维度以及19项指标的低碳转型发展评价指标体系;并运用CRITIC客观赋权法,对发电上市公司“十三五”期间转型发展进行评价。研究发现,转型进展维度权重最大,占31.8%;其次是制度保障,占30.2%。排名前三位的发电上市公司是吉电股份、华电国际以及国电电力,原因是在“十三五”期间的转型执行力度较强,火电装机占比较低。为此,提出如下建议:①设立专项低碳转型基金,用于支持转型过程中的各项支出;②扩大报告披露的程度以及提高披露的质量;③加快清洁能源发展;④加大低碳技术研发投入力度。
Facing the pressure of gradual global warming, China has proposed a double carbon goal of “carbon neutrality by 2030 and carbon peak by 2060” . The low carbon transition of the electric power industry is very important to achieve the “double carbon” goal. As the main force of the development of new energy in China, traditional listed power generation companies need to actively promote the process of lowcarbon transformation, and at the same time, they need to assume the social responsibility of ensuring the safe power supply. This paper selects 31 listed power generation companies based on the threshold of 30% of thermal power installed capacity of enterprises. A low-carbon transformation performance evolution index system including four dimensions of economic support, institutional guarantee, transformation progress and technology investment and 19 indicators was constructed. Apply CRITIC objective weighting method to evolve the transformation performance of listed power generation companies during the “13th Five -Year Plan” period. The study found that the proportion of the transformation progress dimension was the largest, accounting for 31. 8%, followed by institutional security, accounting for 30. 2%. The top three listed power generation companies are Jilin Electric Power Co. , Ltd. , Huadian Power International Corporation Limited and GD Power Development Co. , Ltd. The reason is that during the “13th Five-Year Plan” period, the implementation of transformation is strong, and the proportion of installed thermal power is low. Therefore, this paper puts forward the following suggestions: 1) set up a special low-carbon transition support various expenditures in the transition process; 2) expand the extent and improve the quality of disclosure; 3) accelerate the development of clean energy; 4) increase investment in low-carbon technology research and development.
