为了评估我国煤矿安全生产许可事项改革实施效果,通过对我国煤矿安全生产许可事项实施现状进行调研,采用文献研究、实地调研、书面调研、抽样调查等方法,从九个方面对国家矿山安全监察局和各省级局以及省级煤矿安全监管部门开展煤矿安全生产许可改革实施效果进行评估。结果表明:2021年煤矿安全生产许可证许可事项移交后,各单位制定工作制度,发布办事指南,切实推进审批标准化,较好地保障了许可证颁发管理工作平稳过渡。各省积极推进安全生产许可审批“一网通办”,实现了网上受理、网上审批,“互联网+一体化政务服务”水平持续提升,对深入推进煤炭行业高质量发展具有重要意义。

In order to evaluate the implementation effect of the reform of coal mine safety production licensing in China, the historical evolution of the licensing system and the status quo of the implementation of licensing matters are investigated. The methods of literature research, field investigation in key coal-producing provinces, written investigation in typical coal-producing provinces, and sampling investigation in coal enterprises were applied to evaluate the National Mine Safety Supervision Bureau, Provincial Bureaus and provincial coal mine safety supervision departments from 9 indexes. The results showed that after the handover of the 2021 Coal Mine Work Safety Permit items, all units formulated working systems, issued working guidelines, and effectively promoted the standardization of examination and approval, better guarantee the smooth transition of the management of license issuance. The provinces have actively pushed forward the “One-net office” system for work safety permit examination and approval, and achieved online acceptance and approval. The level of “ Internet + integrated government services” has been continuously raised, it is of great significance to promote the high quality development of coal industry.
