The Efficiency and Policy Effects of Regional Logistics Industryfrom the Perspective of Carbon Emissions

物流业作为高碳排放行业之一,在快速发展的同时碳排放量逐年上升,已成为各方关注的焦点。基于我国2007—2019年的省级面板数据,首先运用超效率SBM-DEA模型对含碳排放约束的物流业效率进行测算和分析,随后采用双固定面板模型,检验和比较关键性政策实施前后,物流业效率与碳排放强度之间的关系变化情况。结果表明:13年间我国省级物流业效率整体上有较大幅度的提升,但地区之间差异明显,东部地区物流业效率最高,中部、东北次之,西部最低;政策的发布和实施对物流业发展方式有着显著引导作用,政策实施后,物流业效率的提高不再依靠高碳排放强度这种粗放型、低成本的方式,而是转型为对环境友好的效率型,且经济发展水平高的地区转型更为成功。因此,我国应打破物流业区域性壁垒,加强地区间交流合作;出台相关政策规划,加强政府引导作用;制定物流产业发展规划时要充分考虑区域异质性,摒弃粗放发展模式,促进物流业提质增效。
The logistics industry, as one of the high carbon emission industries, has become a focus ofattention as carbon emissions are increasing year by year while developing rapidly. Based on the provincial panel data of China from 2007 to 2019, this paper first measures and analyzes the efficiency of logistics industry with carbon emission constraints using the super-efficient SBM-DEA model, and thenexamines and compares the changes in the relationship between the efficiency of logistics industry andcarbon emission intensity before and after the implementation of key policies using a double-fixed panelmodel. The results show that: the efficiency of China’ s provincial logistics industry as a whole has improved substantially during 13 years, but there are obvious differences between regions, with the highestefficiency in the eastern region, followed by the central and northeastern regions, and the lowest in thewest; The release and implementation of the policy has a significant guiding effect on the developmentmode of the logistics industry, and after the implementation of the policy, the efficiency of the logisticsindustry no longer relies on the crude and low-cost way of high carbon emission intensity, but The transition to an environmentally friendly efficiency type, and the transformation is more successful in areaswith high levels of economic development. Therefore, China should break down the regional barriers inthe logistics industry, strengthen inter-regional exchanges and cooperation, introduce relevant policiesand plan to strengthen the role of the government’ s guidance, formulate the development plan for thelogistics industry to fully consider the regional heterogeneity, abandon the crude development model,and promote the logistics industry to improve quality and efficiency.
