摘要
为实现“双碳”目标,建立协同减排政策,选择晋陕蒙资源富集区为研究对象,并构建区域投入产出模型,以探究晋陕蒙省际贸易中隐含碳排放转移的特征,分别计算山西、陕西、内蒙古和其他省份之间隐含碳排放的转移量以及三省之间的相互转移量,为地区碳减排责任的界定提供参考依据。研究表明:晋陕蒙地区利用自身的能源储备,向其他省市提供了大量的高耗能、高排放产品;晋陕蒙通过省际贸易对其他省份输出的隐含碳排放高于其他省份对晋陕蒙三省输出的隐含碳排放,对其他省份的供应主要集中于煤炭采选业和石油、炼焦产品、核燃料加工业,满足了其他省份的部分产品需求,但同时也给晋陕蒙带来了一定碳排放压力;在晋陕蒙三省之间,山西与内蒙古承担了陕西在电力、热力方面较大的碳排放压力。

Abstract
In order to achieve the “dual carbon” target and establish a synergistic emission reduction policy, a regional input-output model was constructed to investigate the characteristics of the implied carbon emission transfer in the inter-provincial trade between Jin,Shaanxi and Mongolia, and to calculate the implied carbon emission transfer between Shanxi, Shaanxi, Inner Mongolia and other provinces, as well as the mutual carbon emission transfer between the three provinces. The study shows that the use of carbon emissions in the inter-provincial trade of Shanxi, Shaanxi and Mongolian provinces is a major source of carbon emission reduction. The study shows that the Jin-Shaanxi-Mongolia region uses its own energy reserves to supply a large number of high energy-consuming and high-emission products to other provinces and cities. The implied carbon emissions exported by Jin-Shaanxi and Mongolia to other provinces through inter-provincial trade are higher than the implied carbon emissions exported by other provinces to the three provinces of Jin-Shaanxi and Mongolia. The supply to other provinces is mainly concentrated in coal mining and petroleum, coking products and nuclear fuel processing industries, which meet part of the demand for products from other provinces, but also bring some carbon emission pressure to Jin-Shaanxi and Mongolia. Between the three provinces of Jin, Shaanxi and Mongolia, Shanxi and Inner Mongolia bear the greater carbon emission pressure on Shaanxi in terms of electricity and heat.
