围绕“N+1”政策体系和“十四五”规划的碳达峰要求,对靖远矿区进行了体系化分析、战略规划、减碳路径设计以及绿色发展保障措施的渐进式分析。遵循“政策研究-现状调查-战略谋划-路径设计-措施保障”的研究计划,采用统计分析法、实地调研法和LEAP模型分析,探讨碳达峰目标背景下靖远矿区存在的问题及其成因。提出了靖远矿区可通过能源管理优化、绿色生产推进、多元化业务拓展3个维度进行矿区战略规划和路径设计,完善组织保障、制度保障、人才保障、资金保障、投资保障和技术保障,从而保障三大方向的战略实施。

Based on the “N+1” policy system and the carbon peak requirements of the “14th Five-Year Plan”, systematic analysis, strategic planning, carbon reduction path design and progressive analysis of green development safeguard measures were carried out for Jingyuan Mining area. Following the research plan of “Policy research-current situation investigation-strategic planning-path designmeasure guarantee”, statistical analysis, field investigation and LEAP model analysis were adopted to discuss the existing problems and causes in Jingyuan Mining area under the background of carbon peak target. It is proposed that Jingyuan mining area can carry out strategic planning and path design through three dimensions of energy management optimization, green production promotion and diversified business expansion, and improve organizational support, institutional support, talent support, capital support, investment support and technical support, so as to guarantee the implementation of the strategy in three directions.
