摘要
煤炭作为我国主体能源,是“双碳”目标实现的兜底能源,肩负着保障国家能源安全与稳定的重要责任。随着我国煤炭生产重心加速西移,产业集中度持续提升,陕蒙核心煤炭产区在我国煤炭稳定供应中承担的重要作用愈加凸显。在对陕蒙煤炭资源核心腹地所在的鄂尔多斯和榆林地区的煤炭资源赋存与矿区开发情况与趋势进行分析的基础上,结合核心区煤炭的铁路与公路调运格局以及煤炭外运规模与流向,对提升陕蒙核心区煤炭供给保障能力提出政策建议。研究表明:碳达峰前期,鄂尔多斯和榆林地区对外保障作用愈加突出,煤炭外运规模有望保持增长态势;未来鄂尔多斯地区煤炭主要通过唐包铁路、大秦铁路和朔黄铁路发运,直达北方港口、京津冀及蒙东地区;榆林地区煤炭主要通过瓦日东出至山东、河南和江苏地区,通过包西铁路和浩吉铁路,南下两湖一江和川渝地区;为提升鄂尔多斯和榆林地区煤炭供给和外运能力,建议持续加强优质煤炭资源供应能力,加快运输结构调整,推进“公转铁”工程,完善铁路直达通道建设,促进煤炭运输低碳转型发展。

Abstract
As the main energy source in China, coal is the sole source of energy for achieving the “dual carbon” goal, and bears animportant responsibility to ensure national energy security and stability. With the accelerated westward shift of China’ s coal productioncenter and the continuous increase in industrial concentration, the important role played by the core coal production areas of Shaanxi andInner Mongolia in the stable supply of coal in China has become increasingly prominent. Based on the analysis of the coal resourceoccurrence and mining area development situation and trends in the Ordos and Yulin regions, where the core hinterland of coal resources inShaanxi and Inner Mongolia is located, combined with the railway and road transportation pattern of coal in the core area, as well as thescale and flow of coal outward transportation, this article proposes policy suggestions to enhance the coal supply guarantee capacity in thecore area of Shaanxi and Inner Mongolia. Research shows that during the early period of reaching peak carbon emission, the role of Erdosand Yulin regions in ensuring external supplies will become more prominent, and the scale of coal exports is expected to maintain a growthtrend. In the future, coal in Ordos will mainly be shipped via the Tangshan-Baotou Railway, Datong-Qinhuangdao Railway, and theShuozhou-Huanghua Railway, directly to northern ports, Beijing-Tianjin-Hebei Region, and eastern Inner Mongolia. Coal in the Yulinregion is mainly transported eastward through the Vazhou-Taiyuan railway to Shandong, Henan and Jiangsu provinces, and through theBaotou-Xi’ an Railway and Haoji Railway to the south to the two lakes and one river region and the Sichuan-Chongqing region. To improvethe supply and outward transport capacity of coal in the regions of Ordos and Yulin, it is suggested to continue to strengthen the supplycapacity of high-quality coal resources, accelerate the adjustment of transportation structure, promote the “public-to-railway” project,improve the construction of direct railway channels, and promote the low-carbon transformation and development of coal transportation.
