The National Energy Group is the largest energy enterprise in China shouldering the important mission of ensuring nationalenergy security, and is the main construction unit for implementing the government’s coal reserve capacity. Based on the analysis of thenecessity, development history, policy requirements and outstanding problems of China’ s coal reserve system, this paper analyses thenecessity of the Group’ s undertaking the construction of government coal reserve capacity from three aspects: demonstrating corporateresponsibility, building a solid defence line for energy supply and promoting high-quality development of various industries. And it sums upthe advantages from four aspects: resource underwriting, transportation capacity, technical management and market consumptionguarantee. It proposes to lay out the government coal reserve bases at the main coal production area, transit area and consumption area in astep-by-step manner with the principle of strengthening the advantages at the resource end, improving the efficiency at the transport endand relieving the pain points at the consumption end, so as to realize the complementary, mutual integration and mutual assistancebetween the Group’s industrial development and coal reserves.
