随着《安全生产法》《煤矿安全规程》《煤矿重大事故隐患判定标准》《中华人民共和国刑法修正案(十一)》等法律法规标准的修订颁布与施行,煤矿安全管理进入新常态,各级监管部门对煤矿安全工作要求越来越严,社会各方面对煤矿安全工作的期望越来越高,政府新闻媒体对煤矿安全事故的包容度越来越低,煤矿安全工作难度趋于增大,新形势下煤矿安全工作如何适应新常态、满足新要求、实现新发展。本文通过梳理总结新常态下煤矿安全管理面临的新要求,分析研判煤矿安全管理的现状,结合企业实际探讨新常态、新形势、新任务、新要求下做好煤矿安全管理工作的路径和方法,提出新常态下煤矿安全管理的对策与举措,可为优化煤矿安全管理提供参考借鉴。

With the promulgation and implementation of the revision of laws and regulations such as the Production SafetyLaw, the Coal Mine Safety Regulations, the Criteria for Determining Major Hidden Accidents in Coal Mines, and the Amendment to the Criminal Law( XI) , coal mine safety management has entered a new normalized period, with higher and higherrequirements for coal mine safety work from supervisory departments at all levels, higher and higher expectations for coalmine safety work from all sides of the society, and lower and lower tolerance for coal mine safety accidents from the public.The difficulty of coal mine safety work tends to increase, so we must adapt to the new normal, meet the new requirements andachieve new development in the new situation of coal mine safety work. This paper summarizes the new requirements of coalmine safety management under the new situation and new normal, examines the current situation of coal mine safety management, discusses the path and methods of coal mine safety management under the new normal, and proposes countermeasuresand strategies for coal mine safety management under the new situation.
