    为科学评价高海拔地区建筑施工项目应急能力建设水平,将应急能力建设过程划分为三个阶段、7个重点建设任务,构建了高海拔地区建筑施工项目应急能力建设评价指标体系;充分考虑高海拔地区建筑施工特点,通过使用AHP与熵权法的组合赋权法确定各指标权重分布;在此基础上,采用模糊综合评价理论,构建了高海拔地区建筑施工项目应急能力评价模型,实现了多因素评估问题从定性到定量分析的转变。以高海拔地区某建筑施工项目为研究对象,进行实例验证。结果表明:该项目应急能力建设中仍存在待提升部分,该评价指标体系可以胜任高海拔地区建筑施工项目应急能力建设水平评估问题,为高海拔地区应急决策提供一定的理论依据。
  • Abstract
    In order to scientifically evaluate the level of emergency response capacity building of con- struction projects in high altitude areas, the emergency response capacity construction process is divid- ed into three stages and seven key construction tasks, and the evaluation index system of emergency re- sponse capacity building of construction projects in high altitude areas is constructed. The characteris- tics of building construction in high altitude areas are fully considered, and the distribution of weights of indicators is determined through the use of the combination of AHP and entropy weighting method. Based on this, the fuzzy comprehensive evaluation theory is adopted to construct the evaluation model of emergency response capacity building of construction projects in high altitude areas, and the transfor- mation of multi-factor evaluation from qualitative to quantitative analysis is realized. A building con- struction project in a high-altitude area is taken as the research object for example verification. The re- sults show that there are still some parts to be improved in the emergency capacity building of the pro- ject, and the evaluation index system can be qualified for the evaluation of the emergency capacity building level of construction projects in high-altitude areas, providing a certain theoretical basis for e- mergency decision-making in high-altitude areas.
