基于煤炭在支撑我国国民经济健康发展中的重要作用,全面分析了煤炭开发过程中存在的突出问题,指出面对日趋严格的环境保护压力、以人为本的安全发展压力以及煤炭需求与科学供应矛盾加剧的压力,提出应坚持安全、高效、绿色的开发思路,切实做到5个实质性转变,以推动煤炭工业发展方式的转型升级。

Based on important role of the coal in China national economic healthy development, the paper had a full analysis on the prominent problems existed in t he coal development process. Due to facing the serious environment protection pressure day by day, safety development pressure based on the human oriented and the increased pressure of contradiction between the coal demand and scientific supply, the paper provided that the safety, high efficient and green development idea of coal should be persisted and five substantive conversions should be practically conducted in order to promote the transformation and upgrading of the coal industrial develo pment mode.
